These guidelines are advisory in nature, informational in content and intended to help health care agencies and their managers establish an effective workplace violence prevention program adapted to their specific worksites. 

All employers have a general duty to provide their employees with a workplace free from recognized hazards likely to cause death or serious physical harm.  Failure to implement safety guidelines may cause employers to be cited for violating the OSHA General Duty Clause if there is a recognized hazard of workplace violence and they do nothing to prevent or abate it.
